Prior to co-founding Horos Technologies, Bob Cullen had been Chief Executive
Officer, President and was a director of Horizon Photonics Inc. since its inception in
July 1997 until LightPath Technologies acquired Horizon in April 2000. Most recently
Mr. Cullen was an executive officer with LightPath Technologies acting as Senior Vice
President – Advanced Manufacturing Engineering, June 2002 to February 2003. Prior
to co-founding Horizon, Mr. Cullen was a laser-packaging engineer with Ortel
Corporation between 1993 and 1997, where he was responsible for the design and
manufacturing of several laser transmitter models. Prior to Ortel, Mr. Cullen served as
an Engineering Technologist with the DuPont Engineering Development Laboratory
(EDL) between 1982 and 1993, where he received numerous awards for various
automation projects. In 1989, Mr. Cullen served on a field assignment to a British
Telecom-DuPont joint venture (BT&D Technologies) in Ipswich, England, where he
acted as project manager for products such as semiconductor optical amplifiers,
tunable semiconductor lasers and 1480 pump lasers. In 1994, Bob earned a patent for
a miniature optical isolator and co-authored a paper on high gain optical amplifiers in
1990. Mr. Cullen pursued a Bachelors Degree in Electrical Engineering at Drexel
University, Philadelphia  Pennsylvania

FOUNDER, COO - Richard Sweeney (Rick)

Prior to co-founding Horos Technologies, Rick Sweeney held the position of Senior
Vice President Advanced Manufacturing Operations – LightPath Technologies. Mr.
Sweeney was formerly Horizon’s Chief Operating Officer. He had been an officer and
director of the company since its inception. Prior to forming Horizon with Bob Cullen,
Rick served as a Senior Automation Engineer at Ortel between 1993 and 1997, where
he developed precision laser welding stations. Prior to Ortel, Rick was a project

between 1991 and 1993, where he focused on systems for the precision alignment of
micro-optics. Prior to Newport, Rick was a member of the technical staff at Rockwell
International’s Autonetics Division between 1988 and 1991, where he designed and
operated test stations for ring laser gyros.  Rick received his Bachelors Degree in
Physics from California Polytechnic University, Pomona, and his Masters Degree in
Physics from the California State University, Long Beach.

Mr. Cullen and Mr. Sweeney have demonstrated the ability to bootstrap a company
and grow it into a multimillion-dollar enterprise. Founding Horizon Photonics in July of
1997, they subsequently obtained funding for expansion after being certified by Lucent,
and eventually sold the company to LightPath Technologies in April 2000. Together
they earned two patents for method of micro-fabrication for optics in 2000 and 2002
and a patent for a temperature compensating optical isolator in 2001
